摘要
随着《关于加强数字政府建设的指导意见》的出台,做好新时代数字化政务改革已成为政府部门的首要任务。实践需要理论的指引,开展数字政府文献研究可为新时代政府改革提供理论指引。以中国学术期刊网络出版总库(CNKI)为数据源,运用文献计量方法对20余年来国内数字政府研究文献的整体特征进行定量描述与解释。结果显示,国内数字政府研究历经探索构建、实践摸索、深化创新三个阶段,政府数字化履职能力建设、政府数据共享开放建设、数字政府基础设施建设、数字政府安全防护体系建设、数字政府规则制度体系建设、数字政府领导力建设是未来数字政府研究的重要方向。
With the issuance of the Guiding Opinions on Strengthening the Construction of Digital Government,it has become the primary task for government departments to carry out digital government reform in the new era.Practice requires theoretical guidance,and conducting research on digital government literature can provide theoretical guidance for government reform in the new era.With CNKI as the data source,this paper quantitatively describes and explains the overall characteristics of domestic digital government research literature in the past two decades by using bibliometric methods.The results show that the research on digital government in China has gone through three stages:exploration and construction,practical exploration,and deepening innovation.The construction of government digital performance capacity,government data sharing and openness,digital government infrastructure,digital government security protection system,digital government rules and regulations system,and digital government leadership are important directions for future digital government research.
