摘要
人工智能技术的发展推动了社会结构的变化,高校信息治理由此迈入更为联通、智能的阶段,但也存在相应的信息治理风险。以信息伦理学为切入视角,发现智能时代高校信息治理的伦理困局在于信息至上主义破坏信息开发理性、信息治理能力薄弱阻碍信息治理成效、信息传播功能失位僭越高校育人本质、信息治理制度匮乏制约教育主体权利保障等。为此,智能时代高校信息治理伦理规约路径可分四步,即精准定位与释放信息价值,坚守信息治理的循证主义取向;立足技术困境与人才建设,多方面提升校本化信息治理成效;规范信息传播流程与责任,创设基于育人本位的高校信息治理格局;完善信息风险治理制度,保障教育主体信息权益合法合规表达。以期释放高校信息数据应有的活力与价值,推进智能时代高校信息治理智能化变革。
As the development of artificial intelligence and other technologies promotes changes in the social structure,information governance in universities has thus entered a more connected and intelligent stage.However,corresponding information governance risks also arise.Taking information ethics as the perspective,this paper identifies the ethical dilemmas in information governance faced by higher education institutions in the intelligent era.The study found that the ethical dilemma of information governance in colleges and universities in the era of intelligence include:information supremacy that destroys the rationality of information development,weak information governance capabilities that hinders the effectiveness of information governance,dislocation of information dissemination functions that overrides the essence of university education,and the lack of information governance system that restricts the rights of educational subjects Guarantee etc.Based on this,the path for the ethical regulation of information governance in colleges and universities in the era of intelligence is proposed:The first is to accurately locate and release the value of information,and adhere to the evidence-based orientation of information governance;.Secondly,based on technical difficulties and talent construction,the effectiveness of school-based information governance in many aspects should be improved.Thirdly,standardize the information dissemination process and responsibilities should be standardized,and a university information governance structure based on educating people should be created.Fourthly,the information risk governance system should be improved to ensure the legal and compliant expression of information rights and interests of educational subjects.The aim of this research is to unleash the vitality and value of information data in higher education and promote the intelligent transformation of information governance in the intelligent era.
