摘要
“室组地”联动机制是我国监察体制改革向纵深发展的一个新探索,也是为破解监督实践中的单打独斗、孤军奋战问题倒逼而产生的一项新机制。该机制经过一段时间的探索,成效显著,但作为一项新确立的机制,面临许多现实问题亟待解决:室组地三方定位尚未厘清,难以为其制度化建设提供相应的理论基础;联动监督的合力仍有待进一步激发,现实中存在“联而不动”的问题;室组地联动中关键环节如何实现顺畅交接等。释放联动监督叠加效应、厘清室组地三方定位、加强制度供给以及提升联动监督质效,能够一定程度地优化和完善“室组地”联动机制。
The linkage mechanism of“office group land”is a new exploration in the deepening development of China’s supervision system reform,and also a new mechanism that has emerged to solve the problem of fighting alone and fighting alone in supervision practice.After a period of exploration,this mechanism has achieved remarkable results,but as a newly established mechanism,it is faced with many practical problems that urgently need to be solved:the tripartite positioning has not been clarified,and it is difficult to provide the corresponding theoretical basis for its institutionalization;the joint force of linkage supervision still needs to be further stimulated,and the problem of“linkage without moving”exists in reality.It is vital to achieve smooth handover of key links in the linkage among office,group,and land.In order to optimize and improve the“office,group,and land”linkage mechanism to a certain extent,it is essential to release the overlapping effect of linkage supervision,clarify the tripartite positioning of office,group,and land,strengthen institutional supply,and improve the quality and efficiency of linkage supervision.
