摘要
目的构建药品带量采购供应企业遴选多准则决策框架,为国家或地方层面后续常态化的药品集中带量采购实践提供参考。方法基于多准则决策分析理论,通过政策分析、文献研究以及专家咨询确定决策初步框架,采用德尔菲法对决策框架进行评价,分析咨询结果,筛选并修改指标,建立最终的决策框架。结果专家积极系数为88.23%,专家权威系数为0.82,整体指标重要性、敏感性和可行性的专家协调系数对应的P值均小于0.05,经专家咨询讨论,最终确定由3个维度、8个一级指标和16个二级指标组成的药品集中带量采购供应企业遴选多准则决策框架。框架各指标重要性/敏感性/可行性赋值均数在3.53~4.67分,变异系数在0.16~0.28,符合设计要求。结论构建的多准则决策框架对国家或地方层面后续常态化的药品集中带量采购实践具有一定的现实指导意义,未来还需进一步细化评分标准,在实践中不断修正和完善决策框架。
Objective To establish a multi-criteria decision-making framework for the selection of drug supply enterprises in centralized volume-based procurement,and to provide reference for the follow-up normalized centralized volume-based procurement of drug at the national or local level.Methods Based on the multi-criteria decision analysis theory,the preliminary decision-making framework was determined through policy analysis,literature research and expert consultation.Delphi method was used to evaluate the decision-making framework,analyze the consultation results,screen and modify the indicators,and establish the final decision-making framework.Results The expert positive coefficient was 88.23%,and the expert authority coefficient was 0.82.The P values corresponding to the expert coordination coefficients of the importance,sensitivity and feasibility of the overall indicators were all less than 0.05.After expert consultation and discussion,a multi-criteria decision-making framework for the selection of drug supply enterprises in centralized volume-based procurement was established,which consisted of 3 dimensions,8 first-level indicators and 16 second-level indicators.The average value assigned to the importance/sensitivity/feasibility of each index in the framework ranged 3.53~4.67 score,and the coefficient of variation ranged 0.16~0.28,which met the design requirements.Conclusion The multi-criteria decision-making framework helps guide the follow-up normalized centralized volume-based procurement of drug at the national or local level.In the future,the scoring criteria need to be further refined,and the decision-making framework should be continuously improved in practice.
