摘要
通过系统梳理、检视广州与可持续城市降温相关的现行技术要求,构建面向可持续城市降温的“总体规划—详细规划—方案设计—实施保障”国土空间规划导控体系,并提出融入规划用地和建设项目审批全流程的管控思路。在总体规划层面,基于规划管理单元划定热环境导控分区;在详细规划层面,创新性地探索“降温因子+措施清单”的传导方法;在方案设计层面,针对实际建设中达到降温因子要求的具体路径,提出居住、公共/商业、工业和历史街区典型场景的气候调控设计导则;在实施保障层面,从激励机制、技术规范、监管机制、资金保障等4个方面提出实施保障建议,以期为实现气候韧性目标的国土空间规划提供参考。
With a systematic review and inspection of Guangzhou's current technical requirements concerning city cooling,a territorial space planning governance system for sustainable city cooling that integrates master planning,detailed planning,project design,implementation guarantee is established,and the whole process governance concept that integrates land use and project inspection and approval is proposed.Thermal zoning based on planning units are specified at master planning level;a transmission approach of"cooling factors+measure list"is explored at detailed planning level;the climate regulating design guidelines for residential,commercial,industrial,and historical spaces are put forward at project design level;at implementation guarantee level,suggestions of incentives,technical standards,supervision mechanism,and capital insurance are proposed to realize climate resilient territorial space planning.
