摘要
目的对江西省2019—2021年分级诊疗实施情况进行定量分析,为在本省优化完善分级诊疗制度提供依据。方法对江西省卫生健康委2019—2021年在全省开展分级诊疗普查的数据进行梳理和统计分析。结果2019—2021年江西省基层医疗卫生机构诊疗量占比分别为60.7%、59.16%和56.56%(评价标准为≥65%)。县域内就诊率分别为88.11%、83.71%和82.32%(评价标准为90%)。家庭医生签约覆盖率分别为33.89%、30.25%和32.46%(评价标准为30%)。远程医疗服务覆盖率分别为92%、91%和89%(评价标准为85%以上)。与二、三级医院建立稳定技术帮扶和分工协作关系的社区卫生服务中心、乡镇卫生院的对口帮扶率分别为74.0%、100.0%和84.1%(评价标准为100%)。结论2019—2021年江西省分级诊疗工作有序推进,取得一定成效。但同时分级诊疗部分考核指标未达到预期,需分析原因,总结经验教训,结合本省实际制订有针对性的改进措施,促进分级诊疗顺利开展。
Objective To carry out a quantitative analysis of the implementation of hierarchical diagnosis and treatment in Jiangxi Province from 2019 to 2021,so as to provide basis for optimizing and perfecting the system.Methods The census data of hierarchical diagnosis and treatment from 2019 to 2021 collected by Jiangxi Health Commission were combed and statistically analyzed.Results In Jiangxi Province from 2019 to 2021,the proportions of medical treatment volume in primary medical and health institutions were 60.7%,59.16%and 56.56%respectively(the evaluation standard≥65%).The rates of seeing a doctor within county were 88.11%,83.71%and 82.32%respectively(the evaluation standard was 90%).The contracted coverage rates of family doctors were 33.89%,30.25%and 32.46%respectively(the evaluation standard was 30%).The coverage rates of telemedicine service were 92%,91%and 89%respectively(the evaluation standard was over 85%).Community health service centers and township health centers,which established stable relationship of technical support and division of labor and cooperation with second and third-grade hospitals,had 74.0%,100.0%and 84.1%peer-to-peer support rates(the evaluation standard was 100%).Conclusions There are some achievements in the work of hierarchical diagnosis and treatment in Jiangxi Province from 2019 to 2021.But still data for some of the assessment indicators for hierarchical diagnosis and treatment did not meet expectations.It is necessary to analyze the reasons,sum up the experience and lessons,and formulate targeted improvement measures to promote the smooth development of hierarchical diagnosis and treatment in Jiangxi Province.
