摘要
西部地区发展急需科技人才的支撑,但是西部地区却面临严峻的人才短缺和流失问题。借鉴Price-Mueller(2001)模型,基于新疆兵团科技工作者的问卷调查数据,采用结构方程模型探讨西部边疆地区科技工作者离职倾向及影响因素。结果表明:科技工作者满意度和未来预期对离职倾向产生负向影响;年龄增长,职称提高,家庭责任增加和相对收入提高等会降低离职倾向,但由于职业高原问题,个人的这些特质也会在一定程度上增加离职倾向;科技工作者收入不高,工作压力大,压力越大,离职倾向问题越突出;人事管理制度、家庭责任、社会保障制度等是科技工作者离职面临较大的障碍。面对当前形势,西部地区应加快提高科技工作者待遇,完善组织管理制度,改革科研体制,完善人才管理和流动机制,做好中长期科技人才布局和规划。
The development of the western region urgently needs the support of scientific and technological talents.But the western region is facing a severe shortage and loss of talents.Based on the Price-Mueller(2001)model and the survey data of science and technology workers in XPCC,a structural equation model is used to explore the turnover intention and influencing factors of scientific and technological workers in the western border areas.The results show that satisfaction and future expectations of scientific and technological workers have a negative impact on turnover intention;increasing age,increasing professional titles,increasing family responsibilities,and increasing relative income will reduce the tendency to resign,but due to the issue of career plateau,these personal traits will also increase the tendency to resign to a certain extent;the income of scientific and technological workers is not high,and the work pressure is high.The greater the pressure,the more prominent the issue of turnover tendency;the personnel management system,family responsibility,and social security system are major obstacles that technology workers face when leaving their jobs.Facing the current situation,the western region should accelerate the treatment of scientific and technological workers,improve the organizational management system,reform the scientific research system,improve the talent management and mobility mechanism,and do a good job in the distribution and planning of medium and long-term scientific and technological talents.
