摘要
为科学评估我国大型商业综合体的安全管理水平,减少管理缺陷造成的损失,在全面考察影响安全管理水平的各类因素基础上,构建了大型商业综合体安全管理的指标体系,包含5个1级指标和25个2级指标,然后采用层次分析法确定了各级指标的权重,最后根据模糊综合评价方法建立了大型商业综合体安全管理水平定量评估模型。利用该模型对某大型商业综合体的安全管理现状进行了评估,得到其安全管理水平量化评估值为83.80分,评估等级为“较好”,分析了其安全管理存在的不足之处,并提出了对策措施。结果表明,该评估模型能较为准确、客观地反映出大型商业综合体的安全管理水平,并可根据评估结果,有针对性地开展大型商业综合体安全管理提升工作。
To scientifically evaluate the safety management level of large-scale commercial complex and reduce losses resulting from management defects,factors affecting the safety management level such as laws and regulations,acidents in production and representative firms,are investigated and a new evaluation index system for the safety management of the largescale commercial complex is formed.The indicators in the first level of the evaluation index system are basic safety management factors,buildings and equipment facilities management factors,safety management of key places factors,operational safety management factors,and safety culture construction factors.In addition,the number of indicators in the second level is twentyfive.By the analytic hierarchy process method,the weight of every evaluation index is first obtained.Based on the fuzzy comprehensive evaluation method,the safety management level evaluation model of the large-scale commercial complex is developed.Furthermore,a large-scale commercial complex in Nanjing is selected as a study case to calculate the fuzzy evaluation matrix of its safe management level.According to the weighted average quantification method,the comprehensive evaluation vector,the quantification score,and the evaluation grade of the safe management level in this large-scale commercial complex are obtained.As a result,the total quantification score of the large-scale commercial complex is 85.16,the safety management level should be attributed to"good",the lowest scores of the first level indicators are basic safety management factors of 81.34,and the second level indicators are double prevention mechanism factors of 72.Thus,the evaluation results help us to improve the safety management level of such large-scale commercial complexes by working out some systematic countermeasures,mainly,including improving the hierarchical control system of the safety risk,coordination mechanism of safety management,the accuracy of safety risk monitoring and early warning,traffic safety organization,hazardo
