国家三级公立医院绩效考核背景下介入科内部运营管理实践 被引量:1

The internal operation management of the interventional department based on the performance appraisal in the national grade III public hospitals of China

摘要 目的 适应医疗体制改革的需要,通过挖掘科室内部潜力,逐步构建与国家三级公立医院绩效考核指标导向相一致的科室内部运营管理体系,促进科室高质量可持续发展。方法 南通大学附属南通第三医院介入科将三级公立医院绩效考核、等级医院评审关键指标与医院内部管理有效结合,围绕考核结果找问题、探方向,持续以强质量、提效率、可持续、双满意为要求,推行科室目标管理,运用医疗质量管理工具进行过程管理。结果 医疗服务整体效率提升,关键业务指标平均住院日下降4 d,药品占比下降近6个百分点,平均住院费用下降13%,CMI值、医疗服务收入占比等持续改善,科内医护积极性得到提高,科室实现内涵式、高效管理。结论 科室运用全面质量管理将内部运营目标分解到每一名医护,形成全员参与运营的格局,有力推动了科室高质量发展。 Objective By tapping the internal potential of the interventional department to meet the needs of medical system reform and to gradually build the internal operation management system which is consistent with the performance appraisal index guidance of national gradeⅢpublic hospitals,so as to promote the high-quality and sustainable development of the interventional department.Methods The Interventional Department of the Affiliated Nantong Third Hospital of Nantong University of China effectively combined the performance assessment and the key indicators of national gradeⅢpublic hospitals with the internal management of the department,found the problems and explored directions based the assessment results,continuously took the requirements of strong quality,improving efficiency,sustainability and double satisfaction as management objectives,and adopted medical quality management tools to strictly implement department management.Results After adopting the new management system,the overall efficiency of medical services was improved,the average hospitalization days of patients was reduced by 4 days,the proportion of medication was decreased by nearly 6%,the average medical expense was decreased by 13%.The CMI value,the proportion of medical service income,etc.had been continuously improved,meanwhile,the enthusiasm of medical care staff in the department was improved,and the department realized connotative and efficient management.Conclusion By using overall quality management,the internal operation objectives are assigned to each health care worker,in this way,the working pattern of full staff actively participating in the department operation is established,which effectively promoted the high-quality development of the department.(J Intervent Radiol,2023,32:692-695)
