摘要
1950年启动的淮河治理工程,受限于经费投入不足,建设之初就面临工效不高的困局。为了破解困局,淮委发起了劳动竞赛。劳动竞赛以夺旗、设擂为形式,意在激发民工的劳动热情,通过技术创新、劳动组织优化的方式提升劳动效率。受制于民工群体的文化水平,实践中的劳动竞赛演变为纯粹的体力比拼,参赛者的目光所聚也从未离开物质激励。这种情形既是淮委不得不面对的现实,也昭示了劳动竞赛的吊诡之处,是工地的流动性使然。
The Huaihe River Control Project started in 1950,and it needed to face the problem of low engineering efficiency because of limited funds.To solved this problem,The Huaihe Water Conservancy Commission launched a lot of labor competitions.The purpose of these labor competitions were to stimulate enthusiasm for labor,and to improve labor efficiency by means of technological innovation and labor organization optimization.But due to the migrant workers’low level of education,these labor competitions became some competitions of physical strength.Not only that,the migrant workers in competition are mainly concerned with material rather than spiritual.This situation arose from the liquid of the site.
