摘要
探讨公共服务高质量发展存在的困境并提出应对策略,能够助力人民群众获得感、幸福感、安全感的提升。从公共服务供给均等化、高效化、数字化、精准化四个层面剖析江苏省南通市公共服务与共同富裕间的逻辑关联,从人口流动、城乡差距、经济发展三维视角把握其公共服务需求的内在变化规律,发现南通市公共服务高质量发展过程中存在供需结构不平衡、智能化水平不高,社会力量参与不足、财力保障机制蓄力不足等困境,应从深化公共服务供给侧改革、完善智能化服务体系、健全社会组织培育机制、完善兜底保障政策体系、构建可持续的财力保障机制、健全完善考评监测机制等路径发力,不断提高南通市公共服务的质量水平。
The study explores the dilemma of the high quality development of public service,and proposes corresponding strategies,to promote people’s sense of gain,happiness and security.Then the study explores the logical relationship between public service and common prosperity for all in Nantong City,Jiangsu Province from equalization,high efficiency,digitalization,and precision;and grasps the internal changing rules of public service needs from three-dimensional perspective of population floating,urban-rural gap,and economic development.There are some problems in the high quality development of public service in Nantong City:imbalance between supply and demand,low level of intelligent level,insufficient social participation,and lack of the power of financial insurance system,etc.It is necessary to deepen the reform of the supply side of public services,improve intelligent service system,promote the cultivation mechanism of social organizations,perfect the guarantee policy system,build sustainable financial guarantee mechanism,and improve the evaluation and monitoring mechanism,etc.to continuously improve the quality of public services in Nantong City.
