摘要
近年来,我国将“运用国际先进质量标准和方法,在铁路等重点产业探索建立适合行业特点的质量认证制度”纳入相关规划并推动实施。选取铁路质量管理体系中最具代表性的国际铁路行业标准质量管理体系认证(IRIS认证)作为研究对象,梳理其产生背景、发展历程和主要特点,解析基于ISO/TS 22163:2017 《铁路应用质量管理体系铁路组织业务管理体系要求:ISO 9001:2015在铁路行业应用的特殊要求》的IRIS认证规则,总结国内外IRIS认证现状,进而分析适合我国铁路行业特点的质量管理体系认证发展趋势,旨在为相关质量管理工作提供参考,共同探讨与促进我国铁路质量管理体系认证的发展。
In recent years,China has incorporated“applying international advanced quality standards and methods to explore and establish a quality certification system conformable to industry characteristics in key industries such as railways”into relevant planning and promoted its implementation.This paper selects the most representative certification in the railway quality management system,namely international railway industry standard quality management system certification(IRIS certification)as the study object.By sorting out its background,development history and main characteristics,this paper analyzes IRIS certification rules based on ISO/TS 22163:2017 Rail Transportation Industry Quality Management System,summarizes the current situation of IRIS certification at home and abroad,and then analyzes the development trend of quality management system certification conformable to the characteristics of China's railway industry.It aims to provide references for peers engaged in relevant quality management work,and jointly discuss and promote the development of railway quality management system certification in China.
