摘要
党的二十大报告提出中国式现代化是党中央统筹“两个大局”作出的重要战略部署。海南自由贸易港作为新时代改革开放新高地,在推进国家治理体系和治理能力现代化,构建全面开放新格局,打造国际一流环境,建设美丽中国样板区等方面,对于中国式现代化建设具有重要意义,但也面临与国际高标准经贸规则差距较大,制度型开放国际竞争优势不突出,城乡区域发展不平衡,生态环境风险依然存在等问题和挑战。为此,可通过积极对接国际高标准经贸规则,倒逼更深层次体制机制改革;实施更高水平对外开放,构建开放型经济新体制;促进城乡区域协调发展,加快实现全体人民共同富裕;站在人与自然和谐共生高度,进一步加强生态环境保护等措施予以积极应对,以实践创新探索中国式现代化的可行道路。
The report of the Twentieth National Congress of the Communist Party of China proposed that“Chinese path to modernization”is an important strategic deployment made by the Central Committee of the Communist Party of China to coordinate the“two overall situations”.As a new highland of reform and opening up in the new era,Hainan Free Trade Port has important strategic significance for Chinese path to modernization in terms of promoting the modernization of the national governance system and governance capacity,building a new pattern of comprehensive opening up and a beautiful China model area.However,in the construction of Chinese path to modernization,Hainan Free Trade Port also faces many problems and challenges,such as the large gap with the high standard international economic and trade rules,the international competitive advantage of institutional openness is not outstanding,the imbalance of urban and rural regional development,and ecological environment risks still exist etc.Therefore,it is necessary to take some positive measures to actively respond,such as pushing for deeper institutional reform through docking with high standard international economic and trade rules;opening up to the outside world at a higher level and accelerate the construction of a new open economic system;promoting the coordinated development of urban and rural areas,and accelerating the realization of common prosperity of the people;At the height of harmonious coexistence between man and nature,measures such as further strengthening ecological and environmental protection should be actively responded to,and a feasible path of Chinese path to modernization should be explored through practice and innovation.
