摘要
永久居留管理是各国移民治理体系中涉及领域最广泛、治理需求极其深入的重要内容,其治理效果彰显接收国的移民治理国际化水平,也关系到该国对外引才战略的实施效果。第一次世界大战后日本的永久居留管理机制不断发展完善,其政策制定由被动应对向积极引导逐渐转变,形成了与国家利益需求紧密契合的审批原则,确立了多部门协调的后续管理机制,其在永久居留立法精细化、技能型人才引进及跨文化共生环境建设等领域的相关经验值得中国借鉴。
The management of permanent residence is an important element in the immigration governance system of each country,which involves a wide range of fields and requires in-depth governance,and its effectiveness reflects the internationalization level of immigration governance of the receiving country and is also related to the effectiveness of its foreign talent attraction strategy.In the post-war period,Japan's permanent residence management mechanism has been continuously developed and improved,and its policy formulation has gradually changed from passive response to active guidance,formed approval principles that closely match the needs of national interests,and established a follow-up management mechanism with multi-sectoral coordination.Its relevant experiences in such areas as the refinement of permanent residence legislation,the introduction of skilled personnel and the construction of a cross-cultural symbiosis environment are deserved to be referred to by China.
