摘要
中国适应全球经济治理体系的变化,回应国际社会对优质国际公共产品供给的期待,结合自身产能优势和历史资源禀赋,于2013年提出了共建“一带一路”倡议。在中国的不断努力下,“一带一路”建设取得了卓越成就,实现了深化中国对外开放格局、输出国内优势富余产能、传播基础设施建设先进经验、推动贸易自由化和投资便利化等重要使命。但近年来,以美国为首的西方国家看到了亚非地区基础设施建设的经济效益和政治意义,宣扬“债务陷阱论”,推出“蓝点网络”计划、“重返更好世界”倡议和“全球联通欧洲”计划,等等,运用西方国家在金融治理体系中的优势地位,限制“一带一路”建设的深入发展。文章认为,中国政府应通过以下举措推动“一带一路”倡议行稳致远:第一,积极回应“债务陷阱论”等争议性话题,为潜在的债务违约风险做好预案;第二,挖掘本国优势,避免零和博弈,推动中国基建标准“走出去”;第三,发挥主要国际组织作用,完善国际金融监管机制,建立国际争端解决机制,增强人民币国际影响力,为共建“一带一路”倡议的不断深化和发展提供有力的金融治理结构支持。
Chinese president Xi Jinping proposed the“One Belt,One Road”initiative in 2013 based on own production capacity and historical resource endowments,in response to changes of the global economic governance system and the expectations of the international community towards the supply of excellent international public products.With Chinese government's continuous efforts,the“One Belt,One Road”initiative has made remarkable achievements,fulfilling such important missions as deepening the opening-up pattern of China,exporting domestic production capacity with advantages,spreading advanced experience in infrastructure construction,and promoting trade liberalization and investment facilitation.However,western countries have realized the great economic benefits and political significance of infrastructure construction in Asia and Africa and aim to limit the development of“One Belt,One Road”initiative by advocating“Chinese Debt Trap”,promoting the“Blue Dot Network”,“Back to Better World”initiative and“A Globally Connected Europe”plan by taking advantage of their privilege in global financial governance.This paper argues that the Chinese government should promote the“One Belt,One Road”initiative with the following measures.First,we should respond to“Chinese Debt Trap”actively and prepare for potential debt default risks.Second,we should explore our own advantages,avoid zero-sum games,and promote Chinese infrastructure's standards accepted all over the world.Third,we should take advantage of NGOs,improve financial supervision mechanisms,establish international dispute resolution mechanisms,enhance the international influence of RMB,and establish the powerful financial governance structure to support the deepening and development of the“One Belt,One Road”initiative.
