摘要
习近平同志在福州工作期间制定实施了“3820”战略工程,从理论和实践结合上回答了“福州应实现什么样的发展、怎样实现发展”的时代课题。“3820”战略工程是在和平与发展成为时代主题、国内面临机遇与挑战并存局面、福州地处东南沿海的背景与考量下提出的。在“3820”战略工程的实施下,福州坚持“一张蓝图绘到底”,积极发展经济,重视科技创新,进行招商引资,改善民生,打造服务有为政府,保护历史文化,促进经济社会事业取得了超常规跨越式发展。“六个必须坚持”“三争”行动与“3820”战略工程所蕴含的思想精髓异曲同工,为新时代地方治理与国家治理提供时代启示,即坚持人民至上、坚持自信自立、坚持问题导向、坚持守正创新、坚持系统观念。
During his work in Fuzhou,Xi Jinping formulated and implemented the“3820”strategic project,which answered the topic of the era as what kind of development Fuzhou should achieve and how to achieve development from the combination of theory and practice.The“3820”strategic project was put forward under the background and consideration of peace and development as the theme of the era,the country facing both opportunities and challenges and Fuzhou’s location in the southeast coast.Under the implementation of the“3820”strategic project,Fuzhou insists on“drawing a blueprint to the end”,actively develops the economy,attaches importance to scientific and technological innovation,attracts investment,improves people’s livelihood,creates a service government,protects history and culture,achieving extraordinary and leapfrog development in economic and social undertakings.Today,the“Six Persistence”and“Three Fighting”actions are similar to the ideological essence of the“3820”strategic project,providing inspiration for local governance and national governance in the new era,that is,adhering to principles of people first,self-confidence,problem-oriented,integrity,innovation and the concept of system.
