重金属污染耕地修复试点是否降低了化肥的施用量?——基于合成控制法的研究

Has the Pilot Restoration of Heavy Metal Polluted Cultivated Land Reduced the Application of Chemical Fertilizer?:Research Based on the Control Method

摘要 湖南省长沙、株洲、湘潭地区是我国重金属污染耕地修复首批试点,肩负着探索改善耕地土壤质量以及农业绿色可持续发展经验和措施的重要任务。基于2009—2019年市级平衡面板数据,采用合成控制法构建2014年湖南省“长株潭”重金属污染耕地修复试点的“准自然”试验,评估试点对化肥施用量的影响。结果表明:重金属污染耕地修复试点显著降低了三地的化肥施用量,长株潭三地的化肥施用量分别降低了2.02%、5.96%、6.04%;政策效果存在地区异质性,长沙的化肥施用量下降幅度明显低于株洲和湘潭,深入分析发现,地区发展水平的差距是化肥减施效应存在差异的主要原因。 Changsha Zhuzhou Xiangtan area of Hunan Province is the first batch of pilot projects for the remediation of heavy metal polluted cultivated land in China.It shoulders the important task of exploring the experience and measures to improve the soil quality of cultivated land and the green and sustainable development of agriculture.Based on the municipal balance panel data from 2009 to 2019,the research uses the synthetic control method to construct the“quasi natural”test of the“Chang Zhu Tan”heavy metal polluted cultivated land restoration pilot in Hunan Province in 2014,and evaluate the impact of the pilot on the amount of chemical fertilizer.The results showed that the pilot restoration of heavy metal polluted cultivated land significantly reduced the application of chemical fertilizer in the three places,and the application of chemical fertilizer in the three places of Chang Zhu Tan decreased by 2.02%,5.96%and 6.04%respectively;The decline of chemical fertilizer application in Changsha is significantly lower than that in Zhuzhou and Xiangtan.In�depth analysis shows that the difference of regional development level is the main reason for the difference of chemical fertilizer application reduction effect.
