摘要
政策“一刀切”和社会情境多样性之间的张力容易引起基层政府与农民在执行环节的政策博弈,这种显性特征造成了双方互动模式的刻板认知并且掩盖了政策互动的积极方面。从“过程—事件”视角考察“一刀切”式的禁养政策可以发现,基层政府与农民的政策互动并不止于相互博弈,同时还包括合作、协调、保护等积极面向。基层政府与农民的互动模式经历了从政策博弈到共同应对的动态变化,制度环境和政策环境的交互影响构成了双方互动行为变迁的演化机理,其实质是基层政府在体制压力和民意压力的双重作用下顺应时势变迁进行政策调适的结果。基层政府与农民共同应对政策“一刀切”既完成了政策的显性目标,又反作用于最终的政策成效。基层政府与农民的政策博弈和非正式合作不利于国家治理现代化的转型,双方良性互动仰赖于政策过程的民主化和规范化。
The tension between the“one-size-fits-all”policy and the diversity of social situations is likely to cause the policy game between the primary-level government and farmers in the implementation process,which has caused the rigid cognition of the interaction model of both sides and concealed the positive aspects of policy interaction.From the perspective of“process-event”,we can find that the policy interaction between primary-level governments and farmers is not only a game,but also includes cooperation,coordination,protection and other positive aspects.The interaction between the primary-level government and farmers has experienced a dynamic change from policy game to joint response.The interaction between the institutional environment and the policy environment constitutes the evolution mechanism of the changes in the interaction behavior of both sides.In essence,it is the result of the primary-level government’s policy adjustment to adapt to the changes of the times under the dual role of institutional pressure and public opinion pressure.Primary-level governments and farmers jointly respond to the“one-size-fits-all”policy,which not only completes the explicit objectives of the policy,but also counteracts the final policy results.The policy game and informal cooperation between the primary-level government and farmers are not conducive to the transformation of the modernization of national governance.The positive interaction between the two sides depends on the democratization and standardization of the policy process.
