摘要
陕西是科教大省,也是我国重要的国防科技工业基地,2013年获批国家创新型试点省份。近年来,陕西深入实施创新驱动发展战略,积极推动科技与经济紧密结合,创新型省份建设取得显著进展。本文对照《陕西省创新型省份建设方案》,通过对主要科技统计指标的对比分析,发现陕西科技论文、发明专利等科技创新产出指标在全国具有领先优势;同时,在企业创新水平、科技成果就地转化等方面还存在短板差距。陕西应坚持自立自强、做强平台、优化生态,进一步深化创新型省份建设,在创新驱动发展方面迈出更大步伐,切实把科技优势转化为发展优势。
Shaanxi,which is a major province in science and education as well as an important industrial base for the national defense science and technology in China,was approved as a national innovative pilot province in 2013.Shaanxi Province has furthered the implementation of the strategy of innovation-driven development and actively promoted the close integration of science and technology with economy,making significant progress in the construction of an innovative province.Based on the Plan for Building Shanxi into an Innovative Province,this paper makes a comparative analysis of major scientific and technological statistical indicators.The findings show that Shaanxi Province takes the lead in several output indicators of science and technology innovation like scientific and technological papers and invention patents,but there are still some weak links in the innovation level of enterprises and the local transformation of scientific and technological achievements.Therefore,Shaanxi Province should adhere to the principle of self-reliance and self-improvement by building strong platforms and optimizing its ecology,and make more efforts to build itself into an innovative province.That is how it can take greater steps in innovation-driven development and transform its scientific and technological advantages into concrete development advantages.
