摘要
社区党组织是超大城市基层“微治理”的领导力量,其在重大突发事件中的危机应对能力关乎社区的平安稳定和人民群众的生命财产安全。从近期一系列危机考验来看,社区党组织的危机应对能力建设需要着眼于:强化组织渗透力,实现党组织的机构覆盖与功能延伸;形成多元互动力,搭建社区协同共治空间与关系网络;增强惯习塑造力,促进社区文化建设与居民行为调适;提高资源整合力,推动社区资源生成调动与内外交互;优化舆论引导力,有效实施心理干预与情绪疏导。总之,亟待在党组织引领下建立和完善社区抗风险综合系统,不断增强我国超大城市社区的弹性和韧性,为基层治理提供坚强有力的组织保障和能力支持。
The community organizations of the CPC are the leading force of“micro governance”at the grassroots level in megacities.Their crisis response capacity in major emergencies is related to the safety and stability of the community and the safety of the people's lives and property.From a series of recent crisis tests,the enhancement of the crisis response capacity of the community Party organizations should have the following focuses:it is necessary to strengthen the organizational penetration,realize the institutional coverage and functional extension of the Party organizations,form multiple interactive forces,build a community-based collaborative governance space and relationship network,strengthen the shaping power of habitus,promote the construction of the community culture and the adjustment of the residents'behavior,improve the integration of resources,promote the generation and mobilization of community resources and internal and external interaction,optimize the guiding power of the public opinion,and effectively implement psychological intervention and emotional counseling.In short,it is urgent to establish and improve a comprehensive community anti-risk system under the guidance of the Party organizations,continuously enhance the resilience and toughness of the communities in China's megacities,and provide strong organizational guarantee and capacity support for the grass-roots governance.
