摘要
自2017年起,国家鼓励投资咨询、勘察、设计、监理、招标代理、造价等企业采取联合经营、并购重组等方式发展全过程工程咨询。浙江省水利行业于2018年探索开展全过程工程咨询服务试点,于2021年3月印发《浙江省水利水电项目全过程工程咨询服务管理指南(试行)》及第一批试点名单,全过程工程咨询服务在浙江迅速发展。对浙江省部分全过程工程咨询项目成效和经验进行总结后,分析存在问题和制约因素,提出下一步发展建议,有助于提升全过程工程咨询服务能力。
Since 2017,China has encouraged enterprises of investment consulting,survey,design,supervision,bidding agency,cost and other industries to develop the whole process engineering consulting through joint operation,mergers and acquisitions.The water conservancy industry of Zhejiang Province started to explore and carry out the whole process engineering consulting service pilot in 2018.In March 2021,the Guidelines for the Management of the Whole Process Engineering Consulting Service of Water Conservancy and Hydropower Projects in Zhejiang Province(for Trial Implementation)and the first batch of pilot lists were issued.Since then,the whole process engineering consulting service has been developing rapidly in Zhejiang.After summarizing the achievements and experience of some whole process engineering consulting projects in our province,this paper analyzes the existing problems and constraints,and puts forward suggestions for further development.It is helpful to improve the consulting service capacity of the whole process engineering projects.
