摘要
船员考试工作是海事部门依法履行职责、筑牢本质安全的基础要素,是保障水上交通安全的“第一道关”,对于加强我国高素质船员队伍建设和服务航运业高质量发展起着关键作用。在调研和分析全国直属海事系统船员考试管理的基础上,结合广东海事局船员考试片区化管理的实践经验,对施行片区化管理模式的可行性、实施方式和具体内容进行分析,探索建立船员考试片区化管理模式,以提高海事部门船员考试管理能力,提升船员考试管理效能。
Seafarer examination is one of the responsibilities performed by the maritime administration based on the law.To provide solid basic elements for essential safety is to safeguard the first pass for maritime traffic safety,which is vital for enhancing the high-quality seafarer development of China and serving the sound development of the shipping industry.Based on investigation and analysis on the seafarer examination management of the maritime administrative system directly under the Ministry of Transport and in view of the experience from the practice of Guangdong Maritime Safety Administration in the regionalized management of seafarer examination,the paper studies the feasibility of such regionalized management,in order to enhance the seafarer examination management of the maritime administration and improve the efficiency of seafarer examination management.
