摘要
中国式现代化是以人民需要为主线,其现代化的法治进路落脚于人民的法治需要,其实践机理表现为构筑与人民法治需要相适应的新型法治供给制度体系。中国式法治现代化由此展现为人民法治需要与国家法治供给之间形成的二元动力结构。作为国家供给侧的重要组成部分,法治供给侧体现了与人民法治需要相匹配、相适应的根本导向,展现了以人民为中心的法治现代化发展战略。现代化治理体系的根本特征在于健全的制度供给,这一供给以国家的立法供给、执法供给和司法供给为主体,是展现优质高效现代治理品质的法律制度供给。中国式法治现代化的进路中,法治实践展现了与现代治理体系的融合,法治供给体现了国家与社会多元力量互动协同的理念。
Chinese modernization takes people's needs as the main line,and its law-based approach is based on people's need for rule of law.Its practical mechanism is manifested as a new system of law-based supply that meets the people's need for rule of law.Thus,Chinese path to law-based modernization is actually a dual-dynamic structure.As an important part of the country's supply side,the law-based supply side highlights the fundamental orientation to match the people's need for rule of law,and shows the people-centered development strategy for the law-based modernization.The fundamental feature of modern governance system is the sound and sufficient institutional supply,which is based on the country's legislative supply,law enforcement supply and judicial supply,and shows the high quality and efficiency character of modern governance.In the approach to Chinese path to law-based modernization,the practice of rule of law shows its integration with modern governance system,and the supply of rule of law reflects the concept of interaction and coordination of multiple forces.
