摘要
从公权力单一角度出发,重新审视新中国成立以来不同时期空间规划的制度特征及其价值取向,阐释顶层设计下我国空间规划“依据性—组织性—操作性”3个层次制度体系的运作逻辑,梳理、分析我国不同发展时期规划公权力选择的价值取向及背后动因,明确“公平”与“发展”是我国空间规划的价值轴心,并指出我国在规划实践探索中所形成的“依据性—组织性—操作性”3个层次的制度体系赋予了国家依据时代发展需求动态调整空间规划价值取向的能力。
From a single perspective of public power,the institutional characteristics of spatial planning and its value orientation in different periods since the founding of the P.R.China are re-examined.The logic of the operation of the three-tier spatial planning system in China under the top-level design is explained.Based on an analysis of the value orientation and motivation behind the choice of public power of planning in different development periods in China,it is clear that"equity"and"development"are the value axes of spatial planning in China.It is concluded that the three-level system of"basis-organization-operation"formed in China's planning practice has empowered the state to dynamically adjust the value orientation of spatial planning according to the development needs in different eras.
