摘要
随着全面从严治党向纵深发展,建立健全新时代干部担当作为激励机制提到了党和国家的重要议事日程。新时代干部担当作为激励机制是以各级各部门各单位党组织为激励主体,以党、国家和社会组织的各级各类干部为激励客体,以干部担当作为、干事成事为激励目标,以物质、精神、政治等为激励手段的有机系统。该系统的运行机理可归纳为:“激励手段”激发“担当作为需要”,“担当作为需要”引发“担当作为动机”,“担当作为动机”促成“担当作为行为”;“担当作为行为”受到激励又产生新的“担当作为需要”,并辐射带动广大干部的担当作为,开始新的一轮循环。如此循环往复,维持着“干部激励机制”的活力,维护着“干部担当作为”的积极性,推动党和国家事业持续发展。
With the development of comprehensive and strict administration of the Party developing in-depth,establishing and improving cadre responsibility in the new era as an incentive mechanism have become an important agenda for the Party and the country.The new era of cadre responsibility as an incentive mechanism is an organic system that takes Party organizations of various departments and organizations at all levels as the incentive subject,various cadres at all levels of the Party,the state,and social organizations as the incentive object,cadre responsibility as the incentive target,and material,spiritual,and political incentives as the incentive means.The operating mechanism of the system can be summarized as follows:"incentive means"stimulate"acting as a need","acting as a need"trigger"acting as a motivation",and"acting as a motivation"promote"acting as a behavior";"Acting as a behavior"is stimulated and generates a new"acting as a need",which radiates and drives the acting of cadres,starting a new cycle.This cycle maintains the vitality of the"cadre incentive mechanism",maintains the enthusiasm of"cadres to take on responsibilies",and promotes sustainable development of the cause of the Party and the county.
