摘要
公立医院院内采购若想达到提高采购效率、降低成本、防范廉政风险的三大目标,规范化的采购流程是关键,也是医院院内采购工作的难点。该文结合医院采购实践,分析了公立医院院内采购存在的问题,总结出一套涵盖采购项目受理阶段、市场调查阶段、院内采购论证阶段、签订合同阶段的院内采购流程,该流程参照政府采购公开招标的流程进行设计,既保留了公开招标方式的公开、公平、公正和诚信原则,又剔除和简化了公开招标流程中的一些非重点环节,更加适用于医院院内采购工作,在实践中取得了较好的效果。
If the procurement in public hospitals wants to achieve the three goals of improving procurement efciency,reducing costs,and preventing integrity risks,the standardized procurement process is the key,and it is also a difcult point in the procurement work of hospitals.Combining with the hospital procurement practice,it analyzes the existing problems in public hospital procurement,and summarizes a set of procurement process covering the procurement project acceptance stage,market investigation stage,in-hospital procurement demonstration stage,and contract signing stage.The design of the bidding process not only retains the principles of openness,fairness,justice and integrity of the public bidding method,but also eliminates and simplifies some non-key links in the public bidding process,which is more suitable for the procurement work in the hospitals.,it has achieved good effect in practice.
