摘要
本文针对企业科研项目投资回报率不高的现状,对企业科研项目管理需求进行了深入分析,提出了新时期企业科研项目全生命周期管控的新要求。本文从全生命周期角度出发,根据项目不同阶段的特征将项目划分为项目策划、可研立项、过程实施、项目验收和后评价五个主要阶段,提出根据各阶段关键点实施分层分类管理,并提出构建基于全生命周期的信息化管控平台建设,采用数字化手段实现项目的可视化管理,以保障企业在有限资源下顺利完成科研项目并实现项目的最大成果输出,为企业科研项目的管控方式方法提供重要参考。
Based on the current situation of low return on investment of enterprise scientific research projects,the paper makes a deep analysis on the management requirements of enterprise scientific research projects and proposes the new requirements for the full life cycle control of enterprise scientific research projects in the new era.From the perspective of the full life cycle and according to the project’s characteristics,the paper divides the project into five main stages:planning,feasibility and approval,process implementation,acceptance and post evaluation.In order to ensure the maximum output of the project under limited resources,it proposes to implement hierarchical and classified management according to the key points in project’s stage and proposes to construct an informationbased management and control platform based on the full life cycle by using digital means to achieve visual project management.These points provides an important reference for the management and control methods of enterprise scientific research projects.
