摘要
美丽河湖是新时期美丽中国建设的具体体现,是人民群众身边的良好水生态产品。在系统梳理国内美丽河湖相关研究和实践的基础上,贯彻“三水”统筹新理念和落实“十四五”时期水生态环境保护任务要求,深入探讨了美丽河湖的内涵。以“目标-准则-指标”为框架,从水环境、水资源、水生态、水文化、水管理及水创新6个方面筛选了26项指标,构建了美丽河湖评价指标体系,并将其应用到河南省省级美丽河湖优秀案例评选中,总结了评选河湖保护与建设存在的问题和短板,提出了推进美丽河湖保护与建设的总体思路。
Beautiful rivers and lakes are the concrete embodiment of the construction of beautiful China in the new era,and are good aquatic products around the people.On the basis of systematically combing the relevant research and practice of beautiful rivers and lakes in China,the study implemented the new concept of“three water”overall planning and implementing the task requirements of water ecological environment protection during the“Fourteenth Five-Year Plan”period.The connotation of beautiful rivers and lakes was deeply discussed.Based on the framework of“goal-criterion-indicator”,26 indicators were selected from six aspects of water environment,water resources,water ecology,water culture,water management and water innovation,and the evaluation index system of beautiful rivers and lakes was constructed,which was applied to the selection of provincial excellent cases of beautiful rivers and lakes in Henan Province.Te problems and shortcomings in the selection of river and lake protection and construction were summarized,and the overall idea of promoting the protection and construction of beautiful rivers and lakes was put forward.
