摘要
研究影响评估可以为持续的科技创新以及科学决策和管理提供多维立体信息,正成为国际科技评估的重要探索方向。我国正面临科技评价改革的现实要求,研究影响评估可成为重要突破口。本文分析解读国外典型研究影响评估框架和方法,对各案例的研究影响评估维度、指标和特点进行总结。在此基础上,从评估模型设计导向、评估指标构建、评估数据建设三方面为我国研究影响评估工作提出建议。
Research impact assessment can provide multidimensional information for continuous science and technology innovation and scientific decision-making.It is becoming an important exploration direction of international scientific and technological assessment.There is a great need for reform of scientific and technological assessment in China,and the study of impact assessment can be an important breakthrough.This paper analyzes and interprets the framework and methods of foreign typical research impact assessment,and summarizes the dimensions,indicators and characteristics of research impact assessment of each case.Three aspects suggestions are proposed for China's research impact assessment:the design orientation of evaluation model,the construction of evaluation indicators and evaluation data.
