摘要
自信息技术诞生以来,对社会产生巨大的影响,社会不同领域都从中获得明显的进步。各国政府较早认识到信息技术的无限潜力,大力推进信息技术的发展和普及,信息化治理是其中的主要的发展方向之一。文章试图通过梳理我国政府信息化治理三十多年的历程,认为我国政府信息化治理目前大体经历三个主要阶段,从这三个阶段的不同处,可理解我国政府信息化治理的逻辑演变的过程,发现信息技术本身的地位愈发重要,进而分析三个这种逻辑发生演变的主要原因,今后信息技术在治理中的作用会变得更加重要。
Since the birth of information technology,it has had a huge impact in society,and different fields of society have made significant progress from it.Governments of all countries recognized the unlimited potential of information technology,they promoted the development and popularization of information technology earlier and vigorously.Informatization governance is one of the main development directions.This paper attempts to order the course of the government informatization governance for more than 30 years in our country,and believes that the government informatization governance has gone through three main stages in our country.From the differences of these three stages,we can understand the logical evolution process of the government informatization governance in our country,and find that the status of information technology itself is becoming more and more important,and then analyze three main reasons for the evolution of this logic,The role of information technology in governance will become more important in the future.
