摘要
标准查新作为科技查新的一种类型,相对于立项查新、专利查新来说,标准查新尚缺乏深入研究。由于标准的基本属性,标准查新与立项查新、专利查新又有所区别。笔者通过工作实践,从查新点的拟写、数据库的选择、检索策略的制定、新颖性的判定、结论的撰写及新颖性与立项之间的关系等方面,开展了标准查新与立项查新、专利查新的对比研究。最后,提出了标准查新参在标准立项评审工作中的重要意义,严把标准立项的质量关,发挥标准查新在标准立项评审中的积极作用,推动标准的高质量发展。
As a type of technological novelty search,standard novelty search lacks in-depth research compared to project novelty search and patent novelty search.Due to the basic attributes of standards,there are differences between standard novelty retrieval,project novelty retrieval,and patent novelty retrieval.Through practical work,the author conducted comparative research on standard novelty search,project novelty search,and patent novelty search from the aspects of drafting novelty search points,selecting databases,formulating search strategies,determining novelty,writing conclusions,and the relationship between novelty and project approval.Finally,the importance of participating in the review of standard project initiation through standard novelty search was proposed.The quality of standard project initiation was strictly controlled,and the positive role of standard novelty search in standard project initiation review was played to promote the high-quality development of standards.
