公共文化服务公众满意度指标体系构建及提升路径研究

摘要 公共文化服务公众满意度提升对于推动精神生活共同富裕至关重要,本文基于文献研究与公共文化服务面向对象分析,通过德尔菲专家咨询法进行指标筛选,最终构建了由服务内容、设施设备、工作人员、文化需求表达满意度4个一级指标和22个二级指标共同构成的公共文化服务公众满意度评价指标体系,并利用层次分析法确定各级指标的权重系数。以X市为样本,对X市604位居民满意度进行实证研究,评价结果显示,X市公共文化服务公众满意度得分为3.31分,处于基本满意水平,最后从优化公共文化服务内容、加快工作人员队伍建设、完善文化需求表达机制、统筹推进软硬件设施设备建设四个方面为提升公共文化服务公众满意度提供参考。 Based on literature research and object-oriented analysis of public cultural services,this paper uses the Delphi expert consultation method to select indicators and finally constructs a public satisfaction index system consisting of four primary indicators and 22 secondary indicators,namely,service content,facilities and equipment,staff and satisfaction with expression of cultural needs.The evaluation index system was constructed by using the hierarchical analysis method to determine the weighting coefficients of the indicators at each level.The evaluation results show that the public satisfaction score of public cultural services in X city is 3.31,which is at the basic satisfaction level.Finally,the four aspects of optimizing the content of public cultural services,accelerating the construction of staff,improving the mechanism for expressing cultural needs,and coordinating the construction of hardware and software facilities and equipment are used as references to improve public satisfaction with public cultural services.
