摘要
国际体系中各单元之间的互动关系及其自身能力建设影响着国际体系秩序和体系结构的发展格局,使其不断处于动态的调整、转型与重塑进程中。韩国“印太战略”文件的发布是尹锡悦政府基于对国际形势与本国利益考察和衡量的产物,其目的在于寻求一种既有利于强化美韩同盟关系,又能在处理区域事务中保持自主权的平衡模式。同时,中国等周边国家也必然会在政策制定、对外贸易和对外交往等方面持续发力,以削减印太地区的安全威胁与遏制力量。可以预见,韩国“印太战略”的出台将会催化国际体系中各方力量之间的博弈与互动,同时也会对国际体系中相关国家的物质、利益和观念结构造成影响,使印太地区秩序演变方向的不确定性再次增加。
The interaction among the various units of the international system and their capacity building affect the development pattern of the international system's order and structure,which is constantly in a dynamic process of adjustment,transformation and reshaping.The release of South Korea's Indo-Pacific Strategy document is a product of the Yoon Seok-yeol administration's examination and evaluation of the international situation and its own interests,which aims to find a balanced model that is conducive to strengthening the U.S.-ROK alliance while maintaining its autonomy in dealing with regional affairs.At the same time,China and other neighboring countries are bound to continue to"make efforts"in policy making,foreign trade and foreign relations to reduce the security threat and containment power in the Indo-Pacific region.Thus,it is foreseeable that the introduction of South Korea's Indo-Pacific strategy will catalyze the game and interaction among various forces in the international system,and will also affect the material,interest and conceptual structures of related countries in the international system,thus increasing uncertainty about the evolution of the Indo-Pacific order again.
