摘要
选取2010—2020年中国30个省份面板数据,构建空间杜宾模型实证检验绿色技术创新对工业碳排放的外部溢出效应,并探讨异质性环境规制在其中发挥的作用。研究发现:绿色技术创新对工业碳排放具有显著负向影响,且这一影响存在空间溢出效应;环境规制能够正向调节绿色技术创新的工业碳减排效应,不同类型环境规制的调节能力有所区别,表现为命令控制型环境规制调节能力最强、市场激励型环境规制次之、自主参与型环境规制最弱。据此,提出积极推动工业领域绿色技术创新、提高工业绿色发展区域协同性、优化环境规制政策工具组合等相关建议,以助力工业绿色低碳发展。
Based on the panel data of 30 provinces,municipalities and autonomous regions in China from 2010 to 2020,this paper empirically tests the external spillover effect of green technology innovation on industrial carbon emissions using the spatial Dubin model,and discusses the role of heterogeneous environmental regulation in it.It is found that green technology innovation has a significant negative impact on industrial carbon emissions,and this impact has a spatial spillover effect.Environmental regulation can positively regulate the industrial carbon emission reduction effect of green technological innovation.The regulatory capacity of different types of environmental regulation is different,which is manifested in the strongest regulatory capacity of command and control type,followed by market incentive type,and the weakest of independent participation type.Therefore,the government should deeply promote green technology innovation in the industrial field,improve the regional synergy of industrial green development,and optimize the combination of environmental regulation policy tools,so as to help the green and low-carbon development of industry.
