摘要
国防领域重点项目知识产权工作成效评估对推进知识产权强国建设、促进国防科技创新与装备高质量低成本发展具有重要的现实意义。针对国家相关政策文件、强敌战略规划及国防领域重点项目知识产权自身特点,构建了由1个目标层、5个一级指标、11个二级指标和37个实践项组成的4层次评估指标体系,并结合灰色系统等理论,引入白化权函数,建立了基于层次分析法和多层次灰色综合评价法的评估模型。以国防领域重点项目知识产权工作相关数据为基础,采用分级分值制量化模式展开数据驱动的评估验证,分析讨论国防领域重点项目知识产权工作存在的问题,研究基于数据的评估方法,为各相关部门知识产权管理人员提供参考。
The effectiveness evaluation of intellectual property rights(IPR)of key projects in the field of national defense is of great practical significance to the construction of IPR power,the high-quality and low-cost development of innovation and equipment in defense-related science and technology.In view of the relevant national policy documents,the strategic planning of strong enemy and the characteristics of IPR in,a 4-level evaluation index system consisting of 1 target level,5 first level indicators,11 second level indicators and 37 practice items was constructed.Combined with the theories of gray system and Albino weight function,an evaluation model based on analytic hierarchy process and multi-level gray comprehensive evaluation method was established.Based on the IPR data of key projects,the data-driven evaluation and verification was carried out by using the quantitative model of the hierarchical score system,and the existing problems were analyzed and discussed.The method provides a scientific path reference for the intellectual property managers of relevant departments.
