摘要
第四次工业革命时代,以政府数据为主体的公共数据开放利用已经成为经济社会发展的新动力。然而,公共数据需要先得到很好的治理,才可能被合理利用,进而实现其价值。文章借鉴敏捷治理理念和部分公共治理思想,以概念归纳的方式,提出可能有助于促进公共数据治理的概念框架。目的是深化有关公共数据治理的认识,指导公共数据治理实践,促进公共数据开放利用。
During the era of the fourth industrial revolution,the openness and use of public data whose central component is government data has become the impulse of economic and social development.However,public data needs to be governed before its use and the actualization of its value.This paper proposes a conceptual framework that would help promote public data governance,by conceptual induction,and by reference to agile governance and public governance ideas.The purpose of this study is shedding light on the concept of public data governance,coaching the practice of public data governance,and promoting the openness and use of public data.
