摘要
为推动我国废旧纺织品循环利用体系的构建,通过总结废旧纺织品循环利用产业的现状和问题,分析产业发展空间及潜力,提出利用多元政策协同推进、量化产业减碳绩效解决回收经济动力问题、制定行业规范及标准体系、建立产业信息化管控平台等多项对策建议和方法机制。研究表明,随着我国社会进入高质量发展新阶段,政策方向、管理能力、社会氛围、市场需求、技术水平等因素都为废旧纺织品循环利用产业发展奠定了基础、提供了空间。通过政策要求、行业规范、模式创新和信息化技术手段的充分应用,可有效推动废旧纺织品循环利用产业健康良性发展,进而节约社会资源、补充国家工业原料供应和缓解污染处理压力,对保障国家资源安全,推动实现碳达峰碳中和目标,促进生态文明建设具有重大意义。
In order to promote the construction of waste textiles recycling system and implement the overall saving strategy in China,the current situation and problems of the waste textiles recycling industry were summarized.The space and potential for the industrial development was analyzed from the aspects of politics,market,social cognition,recycling channels and industrial technology.Some suggestions were proposed,mainly including:building a coordinated promotion of multiple policies,quantifying the environmental performance of industrial carbon reduction to solve the problem of lack of recycling economic momentum,formulating industry specifications and standard systems,and establishing an industrial information management and control platform.The research shows that,as entering the new stage of high-quality social development,the foundation has been laid and the space has been provided for the development of the waste textile recycling industry by the policy direction,management ability,social atmosphere,market demand,technical level and other factors.The healthy and healthy development of waste textile recycling industry can be promoted effectively through policy requirements,industry norms,mode innovation and the full application of information technology.Thus,saving social resources,supplementing the supply of national industrial raw materials and alleviating the pressure of pollution treatment.It is of great significance to ensure the security of national resources,promote the realization of carbon peak carbon neutrality and promote the construction of ecological civilization.
