摘要
老年大学体现了老年教育全民化、正式化、本土化、公益性的特性。政策的制定情况与执行效能对老年大学的改革与发展具有举足轻重的作用。文献研究得出,在老年教育的政策研究中关于老年大学政策研究的比例很小,老年大学政策研究成果的数量与质量都不容乐观。江苏省是我国有名的教育大省,老年人的人口比例较大,人口老龄化现象较为明显。基于调研,发现江苏省老年大学在政策方面存在着政策制定不健全、政策执行效能较低、社会力量参与不足的主要问题,需要加强顶层设计、提高政策执行效能、营造良好政策环境,从而为全国老年大学的政策优化与可持续发展提供路径与借鉴样本,带动全国老年教育的协调发展。
The universities for the elderly embodies the characteristics of universal,formal,localized and public welfare education for the elderly.The formulation and effectiveness of policies play an important role in the reform and development of universities for the elderly.However,according to the literature review,only a small proportion of policy research on education for the elderly was about the policy related to universities for the elderly,and the quantity and quality of policy research results on the universities for the elderly are not optimistic.Jiangsu Province,a well-known educational province in China,has a large elderly population and experiences significant population aging.Taking Jiangsu Province as an example,this study has identified the main policy problems for universities for the elderly in Jiangsu Province,such as imperfect policy formulation,low efficiency of policy implementation,and inadequate participation of social forces,etc.Therefore,it is necessary to strengthen the top-level design,improve the efficiency of policy implementation,and create a favourable policy environment,thereby providing a pathway and reference model for nationwide policy optimization and sustainable development of universities for the elderly,and driving the coordinated development of education for the elderly throughout the country.
