Opportunities and Challenges of China-Europe Renewable Energy Cooperation in the Context of the Ukrainian Crisis

摘要 2022年2月24日,俄罗斯对乌克兰展开军事行动,乌克兰危机爆发。受双方军事冲突和地区局势影响,欧洲能源供应紧张,能源价格大幅上涨。为应对能源安全和市场稳定的双重挑战,欧洲各国短期寻求替代方案,中长期进一步加快可再生能源开发节奏,谋求早日摆脱对俄能源依赖。结合现阶段欧洲可再生能源政策、市场和发展趋势,对中欧可再生能源合作面临的机遇和挑战进行分析,并提出相关对策建议。研究认为,我国应紧紧抓住欧洲可再生能源加速发展的历史机遇,妥善应对各类风险挑战,依托多双边能源合作机制,加强沟通交流,利用双方在市场、技术、产业等方面的互补优势推动务实合作,在巩固和发展中欧合作伙伴关系的同时,推动我国能源绿色低碳转型与高质量发展。 On February 24th,2022,Russia launched military action against Ukraine,which marked the outbreak of Ukrainian crisis.Affected by the conflict between Russia and Ukraine and a series of sanctions adopted by European countries,energy supply in Europe was cut seriously,and the prices of energy in Europe rose sharply in this year.In order to face the dual challenges of energy security and stability,European countries are seeking import substitute for fossil fuels in the short term,while accelerating the pace of renewable energy transition in the long term,striving to get rid of energy dependence on Russia as early as possible.This paper analyzes the policy,market and development of renewable energy in Europe,discusses the potential opportunities and challenges of China-Europe renewable energy cooperation and comes to the conclusion that China should seize this historical opportunity to accelerate the cooperation with Europe on renewable energy.Based on multilateral energy cooperation mechanisms,China will take complementary advantages of both sides to promote pragmatic cooperation and exchange,consolidate China-Europe renewable energy partnership,and promote energy transformation and high-quality development of clean energy.
