摘要
为深入贯彻落实党中央、国务院关于深化国有企业改革的决策部署,根据国企改革三年行动要求,全面推行国企经营管理人员多维度考核、任期制和契约化管理。在进行日常绩效考核基础上,制定了以关键绩效指标和综合测评为基础的国企经营管理人员多维度考核体系。经实践,实行国有企业管理人员的任期制和契约化管理,实现了干部能上能下、人员能进能出、薪酬能增能减的机制,全面激发了经营管理人员积极性、主动性和创造性,有效助推企业高质量发展。
With the thoroughly implementation of the decisions and arrangements of the CPC Central Committee and the State Council on deepening reforms of state-owned enterprises,according to the requirement for the three-year action plan for state-owned enterprises reform,state-owned enterprises comprehensively implement the multidimensional assessment,tenure system,and contractual management.Based on the daily performance assessment,a multidimensional assessment system that includes key performance indicators and comprehensive assessments has been developed for state-owned enterprise management personnel.Through the application of multidimensional assessment and implementation of the tenure system and contractual management,state-owned enterprise management cadres can be adjusted"up or down"in position,"to enter or exit"in the job,and"to increase or decrease"in salary,which fully stimulate the enthusiasm,initiative,and creativity of management personnel,promoting the high-quality development of state-owned enterprises effectively.
