摘要
第三方计量检测机构开展计量检定/校准需具备相应的资质,如计量标准考核、计量授权、CNAS认可等。它是对法定计量检定机构业务能力的补充,是通过规范运行为企业服务。本文通过对其市场现状及计量法律法规对计量标准考核的相关规定进行分析,探讨计量标准考核的法律依据,并分析受理依据,同时,提出现有法律法规不足以支持计量标准考核,为管理部门是否受理第三方计量检测机构计量标准考核申请提供参考。
Third-party measurement and testing institutions should have corresponding qualifications to carry out measurement verification/calibration,such as measurement standard assessment,measurement authorization and CNAS recognition.It is a supplement to the business ability of legal metrological verification institutions,and it serves enterprises through standardized operation.Based on the analysis of the market situation and the relevant pro-visions of metrological laws and regulations on metrological standard assessment,this paper discusses the legal basis of metrological standard assessment,and analyzes the acceptance basis.At the same time,it puts forward that the existing laws and regulations are not enough to support the metrological standard assessment,so as to provide refer-ence for whether the management department accepts the applications of third-party metrological testing institu-tions.
