摘要
党的二十大坚定不移地将实施乡村振兴战略作为中国共产党团结带领全国各族人民实现共同富裕推进中国式现代化的路径选择。当前,党的民族乡村振兴政策内容大多内嵌于各级政府部门相关政策文件中,有必要进行“主题式”“系统性”“结构化”的梳理与研究。以福建民族乡村振兴政策文本为研究对象,构建“福建民族乡村振兴政策文件样本数据库”,以新时代共同富裕目标指向下福建民族乡村振兴面临的现实问题为逻辑起点,运用政策工具理论,采用文献计量法和内容分析法,借助Nvivo12软件进行编码、模型建构,考察福建民族乡村振兴政策工具类型、时间演变、行政层级、政策主题、作用机理等基本特征,总结凝练政策优化建议,对中国共产党民族乡村振兴政策的地方性实践予以理论探索和现实关照,推动各民族共同走向社会主义现代化。
At the 20th National Congress of the Communist Party of China,the implementation of the strategy of rural revitalization was unswervingly taken as the path choice for the CPC to unite and lead the people of all ethnic groups to achieve common prosperity and promote Chinese path to modernization.Currently,the content of the Party’s national rural revitalization policies is mostly embedded in relevant policy documents of government departments at all levels,and it is necessary to conduct a“thematic”,“systematic”,and“structured”sorting and research.Taking the text of policies for the revitalization of Fujian’s ethnic villages as the research object,we will build a“sample database of policies for the revitalization of Fujian’s ethnic villages”,take the practical problems faced by the revitalization of Fujian’s ethnic villages under the goal of common prosperity in the new era as the logical starting point,use the policy tool theory,adopt the bibliometric method and content analysis,use Nvivo12 software to code,model,and investigate the types of policy tools time evolution,administrative levels,policy themes,mechanism of action and other basic characteristics,summarize and refine policy optimization suggestions,give theoretical exploration and practical care to the local practice of the CPC’s national rural revitalization policy,and promote all ethnic groups to move towards socialist modernization.
