摘要
为探究影响海绵城市PPP项目的风险因素,构建其风险因素的SNA-ISM模型。通过查阅文献以及相关政策选取了20个影响海绵城市PPP项目的风险因素,根据专家打分构造风险因素邻接矩阵,并将数据导入UCINET软件得出风险因素点、线的中心度,确定出海绵城市PPP项目关键风险因素及风险因素作用的关键路径;基于邻接矩阵进行ISM分析,绘制海绵城市PPP项目风险因素有向拓扑图,解释风险因素之间的关系结构。研究结果表明:政府干预、投融资风险、建设成本超支、设计变更是关键风险因素,环保问题、不可抗力是重要关注对象。同时根据分析结果提出建议,以期为海绵城市PPP项目建设管理提供一些参考。
In order to explore the risk factors of PPP project in the sponge city,the risk factors SNA-ISM model was established Firstly,20 risk factors of PPP project in the sponge city were selected through literature review and relevant policies,and the adjacency matrix of risk factors was constructed according to the scores by experts,the data were imported into UCINET software to get the centrality of risk factors,and the key path of the key risk factors and the role of risk factors were determined and the directed topology of risk factors of PPP project in the sponge city drawn to explain the relationship structure of risk factors.The results show that government intervention,investment and financing risks,construction cost overruns,and design changes are key risk factors,and environmental protection issues and force majeure are important objects of concern.Suggestions were proposed according to the analysis results,with a view to providing reference for the construction management of the sponge city PPP project.
