摘要
共享发展理念是习近平治国理政新理念新思想新战略系列原创性贡献之一,蕴含了全民共享、全面共享、共建共享、渐进共享四个向度。而这四个向度分别存在着代内和代际、整体和部分、权利和义务、公平和效率等理论张力。当张力双方力量处于平衡、适当状态时,两者的统一性为主要方面,张力的积极作用得以彰显,有利于共享发展理念的实践。反之,若双方力量失衡,两者的融合性和矛盾性主次倒置,此时张力的消极影响为主要方面,则不利于共享发展理念的实践。为最大限度克服这些张力的消极效应,发挥其积极作用,应遵从坚守公正的价值取向、夯实公有制的主体地位、坚持以人民为中心的思想、遵循系统适度动态的准则等原则,推动共享发展理念落到实处。
The concept of shared development is one of the original contributions of Xi Jinping's new ideas,thoughts and strategies on governance.It contains the four dimensions of shared by all,comprehensive sharing,joint contribution and sharing and progressive sharing,with theoretical tension within and between generations,whole and part,rights and obligations,equity and efficiency respectively.When the two ends of the tension are in a balanced and appropriate state,the unity of the two is the main aspect,and the positive role of the tension can be manifested,which is conducive to the practice of shared development concept.On the contrary,if the forces of both ends are unbalanced and the integration and contradiction of them are reversed,then the negative impact of tension is the main aspect,which is not conducive to the practice of the concept of shared development.In order to overcome the negative effect of the above tension to the maximum extent and give full play to its positive role,we should follow the value orientation of upholding justice,consolidating the dominant position of public ownership,adhering to the people-centered thought,following the principle of moderate dynamics and other practical principles,and promote the implementation of the concept of shared development.
