摘要
已有研究多选取“WTO+”与“WTO-X”等52项条款测度自贸协定的深度,虽然应用比较广泛,但由于协定文本覆盖具有局限性,导致协定深度评价的准确性和科学性不充分。本文通过界定内涵、设定文本研究范围和等效性标准以及权重赋值等规范步骤构建深度综合水平评价的修正测算体系。其中,广度测度范围以覆盖协定章节、条款以及附件等内容扩展了以52项议题为主体的传统测算框架,深度测度通过配套条款赋值的方法进一步体现协定在“纵向深度”上的差异。以此为依据,对中国已签订自贸协定文本的结构特征以及深度综合水平、行业合作深度、升级演变以及高标准收敛等内容进行多维度的深度研究。研究发现:(1)中国已签订自贸协定多侧重于边界规则等传统议题的覆盖,对边界内规则等新兴议题涉及较少;(2)自贸区行业间多采用“深度合作”方式促进产业间分工深化;(3)中国与发达国家进行的自贸区合作较发展中国家更具有广度与深度;(4)协定升级有助于促进其内容广度与深度的同时提升;(5)RCEP作为中国当前深度综合水平最高的自贸协定,在内容上表现出高标准水平,但已有协定只是在内容广度上具有向RCEP收敛的特征,在内容深度上与其还存在较大差距。本文最后给出了相应的政策建议。
Most of the existing studies have selected 52 terms such as"WTO+"and"WTOX"to measure the depth of the free trade agreements(FTA).Although it was widely used,due to the limitations of the coverage of the agreement text,the accuracy and scientificity of the depth evaluation of the FTA are insufficient.This research constructs a revised measurement system of depth comprehensive level evaluation by defining the connotation,setting the scope of text research,equivalence criteria,weight assignment and other normative steps.Among them,the scope of breadth extends the traditional measurement framework with 52 clauses as the main body by covering the chapters,clauses and annexes of the overall agreement,and the depth measurement further reflects the differences in the"vertical depth"of the agreement through the method of assigning matching clauses.Based on this,this paper conducts a multi-dimensional depth research on the structural characteristics,depth comprehensive level,depth of industry cooperation,upgrading and evolution,and high standard convergence of China's signed FTA.The result shows that China's signed FTA mostly focus on the coverage of traditional issues such as border rules,but less on emerging issues such as rules within the border.The"deep cooperation"mode is often adopted among industries in the free trade area to promote the deepening of interindustry division.Compared with developing countries,China's FTA cooperation with developed countries is broader and deeper.The upgrade of the agreement contributes to promoting its content breadth and depth at the same time.As the current FTA with the highest depth comprehensive level in China,RCEP shows a high standard level in content,but the existing agreements only have the characteristics of convergence to RCEP in content breadth,and there is still a big gap with it in content depth.Finally,this paper gives the corresponding policy recommendations.
