追求质量与公平:新西兰弱势幼儿的教育支持体系及其启示

摘要 新西兰对弱势幼儿教育的重视经历了从自由市场导向到兼顾公平和质量的价值取向的演变。通过确立四类弱势儿童支持对象,制定教育系统支持目标,以实施系列支持项目作为弱势幼儿教育支持的途径,分析相关教职人员、资金、课程和学习场所等支持要素,构建了独特支持体系。新西兰弱势幼儿教育支持体系中项目的可操作性和连贯性及行动过程的连续性是教育质量的保障;维护学习者文化的多元性、以学习者为中心、重视多主体的协作性和指导性是追求教育公平的必须。联系实际来看,新西兰弱势幼儿教育对我国学前教育中的类似问题有一定启示意义。 The emphasis on the education of vulnerable young children in New Zealand has evolved through a stage from a free market orientation to a value-based approach that balances equity and quality.By establishing four categories of vulnerable children as targets for support,setting educational system support goals,implementing a series of support programs as a way to support the education of vulnerable young children,and analyzing the relevant support elements of staff,funding,curriculum,and learning spaces,New Zealand has shaped the framework of its unique support system.The operability and consistency of programs and the continuity of the action process are the guarantees of educational quality.Maintaining the plurality of learner cultures,being learner-centered,and valuing the collaborative and directive nature of multiple subjects are necessary for the pursuit of educational equity.In relation to reality,the education of vulnerable young children in New Zealand can provide some inspirational implications for similar issues in China’s preschool education.
