摘要
通过对政府组织体系、政府与外部组织关系两个层面的改革,前八次机构改革建构了一个政府治理体系和运作的基本架构。新一轮机构改革是在深入推进前八次机构改革基础上所做的调整和完善。研究认为,未来的机构改革应从政府治理体系、政府治理能力和政府治理模式等三个层面进一步加以调整和完善,具体在于政府组织体系的进一步完善、政府治理能力的进一步提升、机构改革与政府治理模式的同步演进。
Through the reform of the government organizational system and the relationship between the government and external organizations,the first eight institutional reforms have constructed a basic framework of governance system and operation for the government.The new round of institutional reform is an adjustment and improvement made on the basis of deepening the previous eight rounds.Research suggests that future institutional reform should further adjust and improve from three levels including governance system,governance capacity and governance modes of government.Specifically,it involves further improving the government organizational system,enhancing governance capacity for the government,and synchronously evolving institutional reform with governance modes for the government.
