摘要
基于城市轨道交通建设项目具有较高的风险性、高度的政治敏感性、广泛的社会关注性,安全风险监管工作显得尤为重要。随着城市轨道交通建设项目规模扩大、监管力量不足、工期紧张和风险高等问题日益突出,各地监管机构开始改革监管模式,以应对新的安全风险监管压力。第三方技术服务模式是一种新兴的安全监管手段,其能弥补当前监管机构存在的矛盾,对项目安全风险管理绩效具有显著提升作用。该文以杭州城市轨道交通建设政府采购第三方技术服务项目为例,通过收集整理安全风险监管资料,比较服务前后安全风险监管效果,研究政府采购第三方技术服务监管模式在轨道交通建设项目中发挥的积极作用。
Based on the fact that urban rail transit construction projects have high risk,high political sensitivity and extensive social concern,safety risk supervision is particularly important.With the increasing scale of urban rail transit construction projects,lack of regulatory strength,tight construction period,high risk and other problems have become increasingly prominent,local regulators began to reform the regulatory model to deal with the new safety risk regulatory pressure.The third-party technical service model is a new means of safety supervision,which can make up for the contradictions existing in the current regulators and significantly improve the performance of project safety risk management.Taking the third-party technical service project of government procurement in Hangzhou urban rail transit construction as an example,this paper compares the effect of safety risk supervision before and after service by collecting and collating safety risk supervision data,so as to study the positive role of government procurement third-party technical service supervision mode in rail transit construction projects.
