摘要
为保障低空通航飞行服务工作的科学运行,引入服务响应与经济成本的风险约束机制和改进多目标遗传算法(MOGA),研究低空飞行服务站选址优化问题。通过分析低空飞行服务保障体系,确定本场区域和转场通道2类飞行需求,提出独立覆盖、联合覆盖和重复覆盖3种服务方式的覆盖函数;根据低空飞行服务站选址的软硬件条件限制,构建风险约束的层级选址决策机制,得到评价指标;运用覆盖决策理论,建立安全风险与服务成本相互约束的多目标优化数学模型;基于Pareto排序设计适应度转换函数,构建“极小-极大”评价方式的MOGA;以四川盆地25万km 2低空飞行服务站选址为例,分别运用改进的MOGA和传统的动态规划方法进行求解。结果表明:以覆盖决策为基础的改进MOGA的服务效率提高14.5%、重复覆盖率降低21.3%、安全风险降低13.4%和总成本减少13.2%。基于风险约束的低空飞行服务站选址层级机制有助于均衡低空飞行服务站点布局的安全风险、服务效率与选址成本。
In order to ensure the scientific operation of low-altitude general navigation flight service work,the risk constraint mechanism of service response and economic cost was introduced and MOGA was improved to study the location optimization of low-altitude flight service station.Based on analysis of low-altitude flight service support system,the functions of three service coverage modes for two types of demand were determined.According to the hardware and software constraints of low-altitude flight service station location,a risk-constrained hierarchical location decision mechanism and evaluation index were established.Based on coverage decision theory,a multi-objective optimization model of safety risk and service cost was established.Based on Pareto ranking,fitness conversion function was designed,and a multi-objective genetic algorithm with minus-max evaluation method was constructed.It was verified by using 250000 km 2 of Sichuan Basin.Compared with dynamic programming method,the results show that the multi-objective improved genetic method based on coverage decision can increase service efficiency by 14.5%,reduce duplicate coverage by 21.3%,reduce security risk by 13.4%and reduce total cost by 13.2%.The hierarchical mechanism of low-altitude flight service station location based on risk constraints balances the safety risk,service efficiency and location cost of low-altitude flight service station layout.
