摘要
本文以改革开放至今我国的民族教育政策为研究对象,采用量化研究和质性分析相结合的方法,从整体性视角出发,构建了教育生态系统和政策关注焦点政策文本的二维分析框架。通过对民族教育政策的收集、整理、编码和关键词共现分析,探究我国民族教育政策的发文数量和发文主体在时间序列上的变迁规律,基于不同的时间序列对民族教育政策在促进民族地区教育生态完善过程中所发挥的作用展开进一步研究。研究发现,民族教育政策的变迁从侧面反映了我国民族地区教育的宏观、中观以及微观系统的构建和完善的过程,并在此基础上提出了进一步优化我国民族地区教育生态系统的政策建议。
This study takes China s ethnic education policy texts since the reform and opening up as its research object,while using quantitative and qualitative analysis methods to construct a two-dimensional analysis framework,consisting of an education ecosystem and addressing central concerns related to policy from a holistic perspective.Based on a coding and keyword co-occurrence analysis of a collection of ethnic education policy texts,this article tries to explore the evolution rules of the number and subjects of the ethnic education policies on time series,and to further study the role of China s ethnic education policies aimed at improving the educational ecosystem in different time periods.Findings show that the evolution of China s ethnic education policy in terms of its concerns and gradual improvement of the educational ecosystem in different historical periods since 1978 can be divided into three time spans:1)From 1978 to 2002 which was the period of“reform and opening up contributed to the construction of a macro educational system”.In this era,China s ethnic education policies were mainly focusing on the construction of a macro educational system as well as corresponding specific policy system.2)From 2002 to 2017 which was a leapfrog development period of“concentrating on the build quality of the meso-educational system”.During this phase,the quantity and quality of educational resources in China s ethnic areas were further improved,the gap of education quality between ethnic areas and other regions was gradually narrowed,the planning and design of scientific research in China s ethnic areas became more scholarly and logical,and intellectual support also was increased.3)From 2017 to now can be defined as the period of“forming the consensus of a sense of community for the Chinese nation on a micro-educational level”.In this period of time,this cultivation of a sense of community for the Chinese nation among teachers and students of all ethnic groups further strengthened and deepened.Various Minzu
